PROVINCIAL SECRETARY
The Provincial Secretary is a member of the Provincial Government in charge of managing the Provincial Secretariat. The provincial secretary represents the provincial secretariat, organizes and ensures the performance of work in an efficient manner, passes acts for which he is authorized, forms commissions and working groups to perform more complex tasks within the scope of the secretariat and decides on the rights, duties and responsibilities of employees.
DEPUTY PROVINCIAL SECRETARY
The Provincial Secretary may have a deputy elected by the Assembly for a term of four years. The deputy provincial secretary replaces the provincial secretary and assists the provincial secretary within the scope of the powers assigned to him.
UNDER SECRETARY
The undersecretary assists the provincial secretary in the management of personnel, financial, IT and other affairs, in coordinating the work of the internal units of the provincial secretariat, and cooperates with other bodies.
ASSISTANT PROVINCIAL SECRETARY
The assistant provincial secretary manages the area of work of the provincial secretariat for which the sector is formed and is responsible for his work to the provincial secretary.
Jurisdictions
Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government, in accordance with the law and the Statute, performs tasks of the provincial administration in the field of regional development, which relate to the preparation of acts for the Assembly and the Provincial Government, which: regulate and ensure balanced regional development, establish organizations that deal with the establishment of balanced regional development and exercise their founding rights; determine and adopt strategic and other regional development documents.
Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government, in accordance with the law, the Statute and within the framework of the foreign policy of the Republic of Serbia, performs tasks of the provincial administration related to interregional cooperation and maintenance relations between AP Vojvodina and the corresponding territorial communities of other states; initiating and maintaining membership in European and world regional associations; preparation, conclusion and monitoring of the implementation of agreements with the respective territorial communities of other states; preparation of visits by representatives of territorial communities and other forms of autonomy of other states; preparation of the participation of AP Vojvodina representatives at conferences of European and world regional associations; preparation, collection, storage and publication of information on cooperation with the respective territorial communities of other states; preparation of reports and information and proposing programs and development plans within its scope; coordination of the activities of all provincial administrative bodies in the process of programming European Union instruments; creation of conditions for the implementation of projects financed from the funds of the European Union, donations and other forms of development assistance; participation in the preparation and implementation of macroregional strategies; participation in the formation of special units within the diplomatic and consular missions of the Republic of Serbia, in accordance with the law, which will represent and improve the economic, educational and tourist capacities of AP Vojvodina; monitoring the implementation of diplomatic and consular activities on the territory of AP Vojvodina; participation in taking care of uniform development in the territory of AP Vojvodina, in accordance with the law.
Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government, in accordance with the law and the Statute, performs tasks of the provincial administration in the area of local self-government related to: preparation of draft acts for the Provincial the government proposing to the Government of the Republic of Serbia the dissolution of the assembly of the local self-government unit on the territory of AP Vojvodina; preparing reports and information for the Provincial Government and the Assembly and proposing programs and development plans within the scope of the secretariat; giving prior consent to the assembly of the local self-government unit on the territory of AP Vojvodina, when determining holidays and deciding on the names of streets, squares, city districts, hamlets and other parts of populated areas on the territory of the local self-government unit; guidance and support to local self-government units and local self-government in ensuring the legality and efficiency of work; harmonization and encouragement of cooperation between AP Vojvodina and local self-government units on its territory in the field of building efficient and modern local self-government; proposing and supporting measures in the field of building the system of local self-government, inter-municipal connection, equalization of capacities and modernization of the work of local administration; monitoring the implementation of local self-government in local self-government units in Vojvodina, as well as other forms of direct participation of citizens in decision-making at the local level; providing expert legal and advisory opinions regarding the application of laws and other regulations that have a direct impact on the development and realization of local self-government and on the work of local self-government unit bodies; initiating a procedure for assessing the constitutionality and legality of the statute, or other general acts of the local self-government unit if the secretariat considers that the regulation is not in accordance with the provincial regulation; control of compliance of the general acts of the bodies of the local self-government unit with its statute, taking measures and providing expert assistance in its implementation; control of compliance of individual act against which judicial protection is not provided, with the law or general act of the local self-government unit and taking appropriate measures; monitoring the implementation of regulations on direct participation of citizens in the implementation of local self-government; monitoring the procedure and procedure of conducting local elections.
The Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government performs executive, professional and development tasks of the provincial administration and supervises the implementation of regulations in areas within its scope; monitors the work of institutions and public services founded by AP Vojvodina.
Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government monitors the situation and proposes measures in the field of ensuring social security of refugees, exiles and displaced persons and assists the Provincial Secretariat for Regional Development, Interregional Cooperation and local self-government monitors the situation and proposes measures in the area of ensuring the social security of refugees, exiles and displaced persons and helps develop cooperation in the region.
Provincial Secretariat for Regional Development, Interregional Cooperation and Local Self-Government also performs other tasks when entrusted to it by law, provincial assembly decision or other regulation.
The work of the Provincial Secretariat is managed by the Provincial Secretary, who is appointed and dismissed by the Assembly of AP Vojvodina.
